Kondinin Energy: Early Winds Fund Guidelines

The Kondinin Wind Project Early Winds Fund is designed to provide benefit to the Kondinin community as hosts of the planned wind farm.

To recognise the community’s support throughout the development process to date, a one-off Kondinin ‘Early Winds’ Fund is confirmed to help kick start local initiatives ahead of construction.

These monies will complement and are in addition to the Kondinin Community Benefits Fund. This will provide $150,000/year (CPI indexed) from the start of construction, after a Final Investment Decision is taken.

As per the main Kondinin Community Benefits Fund, the Early Winds Fund will support community liveability projects undertaken by not-for-profit groups in and around Kondinin township.

Applications:

To apply, your organisation must be:

  • An incorporated, not-for-profit organisation operating within 10km of Kondinin town radius.

 

Organisations can apply for:

  • Community Projects funding of a minimum of $5,000 up to $20,000 AUD, which are to be completed in the ~12 months after funding is received.

It will be looked upon favourably if groups collaborate or submit joint proposals that provide maximum community benefit.

Applications may be submitted via the SmartyGrants portal. The portal link will be available upon the application opening date for the Fund.

Applications will open on 25 May 2026 and close on 6 July 2026 at midnight (AWST). It is anticipated successful recipients will be advised in August 2026.

 

IMPORTANT: Projects will be considered ineligible if they are:

  • Funding requests for vouchers or money to be provided to individuals
  • Costs associated with staff costs, personal travel, meals
  • Requests for services your organisation already provides through other funding arrangements
  • Requests from individuals
  • Activities that do not benefit the Kondinin community
  • Political contributions, business memberships and requests from religious organisations for religious purposes
  • Ongoing costs or retrospective project costs.

Application assessment:

Applications will be assessed by the Community Consultative Committee and Project, with conflict of interest provisions in place to take account of any involvement with local groups and/or clubs by committee members.

Conditions of funding:

As Shell is a UK company and its securities are traded in the US and UK, the Company must comply with the US Foreign Corrupt Practices Act 1977 and the UK Bribery Act 2010, which have international effect, as well as applicable anti-bribery and corruption (ABC) legislation in the counties where Shell operates.

Foresight Group complies with the UK Bribery Act 2010, the Anti‑Money Laundering and Counter‑Terrorism Financing Act 2006 (Cth), and other relevant anti‑bribery, corruption, and financial crime laws across its operating regions. All applications must meet these requirements.

You will notice in the application form that we collect information around the executive committee of organisations. Providing this information, particularly around the involvement of any government officials, will assist the Project in assessing your application in a timely manner. Having a government official involved in your organisation does not preclude the group from funding. Rather, the Project simply needs to take some extra, internal steps to seek approval in line with Ethics and Compliance processes.

The definition of a ‘Government Official’ is:

  • An official or employee of any government, or any agency, ministry or department (at any level) – including local government.
  • A political party or any official of a political party, including candidates for political office.

Successful recipients of funding will be required to enter a formal funding agreement and acquit the funding.

NAVIGATING (MOVING THROUGH) THE APPLICATION FORM

On every screen (page of the form) you will find a Form Navigation contents box, this links directly to every page of the application. Click the link to jump directly to the page you want.

You can also click 'next page' or 'previous page' on the top or bottom of each page to move forward or backward through the application.

SAVING YOUR DRAFT APPLICATION

If you wish to leave a partially completed application, press 'save and close' and log out. When you log back in and click on the 'My Submissions' link at the top of the screen, you will find a list of any applications you have started or submitted. You can reopen your draft application and start where you left off.

You can also download any application, whether draft or completed, as a PDF. Click on the 'Download PDF' button located at the bottom of the last page of the application form.

SUBMITTING YOUR APPLICATION

You will find a Review and Submit button at the bottom of the Navigation Panel. You need to review your application before you can submit it.

Once you have reviewed your application you can submit it by clicking on 'Submit' at the top or bottom of the screen or on the navigation panel. You will not be able to submit your application until all the compulsory questions are completed and there are no validation errors.

Once you have submitted your application, no further editing or uploading of support materials is possible.

When you submit your application, you will receive a confirmation email with a copy of your submitted application attached. This will be sent to the email you used to register.

If you do not receive a confirmation of submission email then you should presume that your submission has NOT been submitted.

Hint: also check the email hasn't landed in your spam or junk email folder.

ATTACHMENTS AND SUPPORT DOCUMENTS

You may need to upload/submit attachments to support your application. This is very simple, but requires you to have the documents saved on your computer, or on a storage device.

You need to allow enough time for each file to upload before trying to attach another file. Files can be up to 25MB each; however, we do recommend trying to keep files to a maximum of 5MB – the larger the file, the longer the upload time.

COMPLETING AN APPLICATION IN A GROUP/TEAM

A number of people can work on an application using the same log in details as long as only one person is working at a time. Ensure you save as you go.

SPELL CHECK

Most internet browsers (including Firefox v2.0 and above; Safari; and Google Chrome) have spell checking facilities built in – you can switch this function on or off by adjusting your browser settings.
